A Mississippi State-run Health Insurance Exchange favored by the Mississippi Insurance Commissioner, but opposed by the Mississippi Governor, has been disallowed by the Department of Health and Human Services on account of the Governor's opposition to it. "The alternatives [that are left] are for the federal government to run an exchange for Mississippi or to run one jointly with the state." In Florida, "Gov. Rick Scott and Florida legislators, who opposed the new health-care law, never used a $1 million federal planning grant provided in 2010 to implement [a State-run Health Insurance Exchange]."
