Some people don't understand, or say they don't, why the current Environmental Protection Agency administrator sent a letter to California saying that California was in trouble because a lot of homeless people live in California, and they are dirty, and that is not good for the environment.
As you have probably heard, California has been pushing back hard against the current EPA's attempts to roll back environmental protections previously and perhaps currently required by law.
This is the last paragraph tucked away at the tail end of a lengthy newspaper report: "Last week more than 600 former E.P.A. officials signed a letter calling for a federal investigation into what they called an 'inappropriate threat of use of E.P.A. authority' against California." Lisa Friedman, E.P.A. Skirted Protocol to Jab Blue California, NEW YORK TIMES, Wed., October 16, 2019, p. A1 (the New York Times may charge for online access).
That should have been the lead paragraph. It explains everything we could ever want to know about this.
